The following constitutes the secret security annex of the tripartite framework.
1. Identification of Trial Areas:
The parties will immediately designate and launch the first trial area in the southern Litani sector, following a mutually agreed military planning process based on a four-stage model:
- Clearing: Taking legal measures against all non-state armed elements engaged in unauthorized activities, destroying or disabling the infrastructure linked to these non-state armed groups, including but not limited to weapons, weapons caches, tunnels, and command centers.
- Verification: A mutually agreed third party will verify that the area has been cleared of all non-state armed groups and their military infrastructure.
- Lebanese Army Deployment: Highly capable Lebanese army forces will assume and maintain exclusive operational control to prevent any resurgence of non-state armed activity.
- Reconstruction: The Lebanese state will lead reconstruction efforts with international assistance, coordinated through the political track.
2. Implementation and Verification:
The Lebanese army will lead the execution of this model, with success measured by the verifiable implementation of disarmament and dismantling of military infrastructure as agreed within this negotiation framework. Israel and Lebanon will establish the “Military Coordination Group for Lebanon” (MCG4L), operating 24/7 to manage conflict prevention, verification, and comprehensive implementation. This cell will report to the relevant political authorities in both Israel and Lebanon through indirect military channels. Verification will be ongoing in parallel with clearing operations.
3. Security Commitments:
The Lebanese army commits to operational measures necessary to ensure the disarmament of Hezbollah and all other non-state armed groups, guaranteeing they have no military role or capability within Lebanon.
4. Gradual Redeployment:
Subject to the successful, mutually agreed, and verifiable disarmament and dismantling of military infrastructure, Israel commits to a conditional, phased reduction of its forces, culminating in their eventual redeployment outside Lebanese territory. Planning and sequencing of this process will be arranged through the MCG4L and will coincide with the Lebanese army’s deployment.
5. Desired Outcome:
As part of the broader effort to disarm all non-state armed groups and dismantle their military infrastructure, as mutually agreed within this negotiation framework, full Lebanese state authority will be restored throughout Lebanon, ensuring Israel’s long-term security.
6. Oversight and Dispute Resolution:
The parties, facilitated by the United States, will conduct regular implementation reviews and may amend this annex by mutual consent. Any disputes regarding interpretation or implementation will be resolved through tripartite discussions.
