Beirut Water Establishment Launches Meter Calibration and Violation Campaign in Three Towns
The Beirut and Mount Lebanon Water Establishment announced a comprehensive campaign to calibrate meters, correct subscriptions, and address water network violations in Ras El Metn, Chhim, and Beit Meri.

The Beirut and Mount Lebanon Water Establishment announced in a statement that "in cooperation and coordination with the municipalities of Ras El Metn, Chhim, and Beit Meri, the first phase of its comprehensive campaign to calibrate and correct subscriptions and address violations on the water network in these towns has launched, as part of its ongoing efforts to improve water resource management and ensure equitable water distribution."
This step aims to "increase the efficiency of the distribution network and monitor water quality by organizing water meter readings, updating subscriber data, and increasing the rate of regular subscriptions. The plan also includes installing modern meters on main distribution lines to ensure accurate consumption calculation, in addition to addressing all violations and encroachments, raising the collection rate for 2026 water fees, and settling arrears, thereby enhancing sustainable water management and achieving fairness for all residents in the targeted towns."
The "field campaign is being implemented in two main phases, with the first phase running from November 16 to December 29, 2026, while the second phase begins on January 4 and continues until May 31, 2027. Technical teams will carry out their tasks throughout the week from Monday to Friday, starting at 8:00 AM until 3:00 PM."
The campaign includes "a package of direct measures, most notably holding public and dialogic meetings with citizens and residents to inform them of the initiative's details and objectives, inspecting current meters and calibrating or replacing them as needed, verifying the legality of subscriptions and connections, and updating technical records. It also includes removing irregular connections and violating pumps and applying prevailing regulations, where water will be cut off immediately and every illegal connection removed, in addition to installing meters on main distribution lines to control quantities and leaks."
It requested that "non-subscribed citizens in the mentioned towns submit new subscription applications before November 16, 2026, at the relevant office of the establishment in their area, to regularize their status before legal action is taken against irregular connections.
Required documents:
• A copy of ID or a recent individual civil status extract.
• Title deed, recent real estate certificate, or lease/investment contract.
• Certificate from the municipality.
As for current subscribers, they are required to pay the 2026 water fees and immediately initiate the settlement of arrears, either through the collector, official establishment boxes, OMT centers, or via the official website.
It affirmed that "the success of this campaign depends primarily on community cooperation," calling on "residents to take the initiative to register, pay dues, participate in public meetings, and facilitate the work of field technical teams to ensure the protection and sustainability of water resources."
