A final decision on Manchester City's alleged 115 Financial Fair Play breaches is reportedly in the drafting stage, with an independent commission expected to release its ruling shortly after the current Premier League season ends. The case, which has been ongoing since February 2023, centers on accusations covering a nine-year period from 2009 to 2018.

The Premier League initially brought charges against the club for these alleged violations, leading to a comprehensive hearing that concluded in December 2024. This ruling will primarily address whether City is liable for the breaches. Should the club be found responsible, further hearings will determine the nature and extent of any penalties, which could include fines, point deductions, or even expulsion from the top tier.

Stefan Borson, who formerly advised Manchester City on financial matters, has shed light on the arbitration process and the timeline for the commission’s announcement. Speaking to Football Insider, he described the current status as straightforward, noting no external complications such as illness or government intervention delaying the decision.

"It’s famous last words, but it can’t take much longer. As I understand it, there are no special reasons why it’s not come out. Nobody’s ill, nobody’s negotiating behind the scenes. There’s no secret sort of plans from government to intervene or any of that stuff. It’s all actually very vanilla. The original panel just simply hasn’t finished writing it up or hadn’t as of a few weeks ago."

The complexity of the case has contributed to the extended delay in issuing the verdict, but insiders believe the final document is nearing completion. Borson added that while previous expectations for an earlier release were unmet, the ongoing passage of time increases the likelihood of an imminent announcement.

"I did hear some information from the legal circuit that would point to it coming to a close in terms of the drafting of the decision. The parties themselves do expect that it will come out soon after the season ends, but they’ve been wrong before. My analysis, which has always been based upon the information that’s been out in the market, has obviously been wrong as well because it didn’t arrive. But clearly, every day that goes by makes it more likely that it’s coming out just because it simply can’t take very much longer to write up something in a private arbitration, notwithstanding the complexity."

Potential Consequences and Managerial Changes

If the commission rules City liable, the club is anticipated to appeal the decision immediately. Following that, a separate hearing would determine the severity of any sanctions imposed. These could range from substantial financial penalties to point deductions that might impact the club’s standing in the Premier League.

Adding to the uncertainty surrounding the club’s future, Pep Guardiola is expected to conclude his tenure as Manchester City manager this summer. This managerial departure coincides with the pending verdict, marking a significant moment of transition for the club amid ongoing legal challenges.
